A GC recently asked us why surface preparation was such a big part of a painting proposal. The question was fair. From the outside, prep can look like extra labor before the “real” painting begins. But in commercial, residential, and property-management work, surface preparation is often what determines whether a coating system succeeds or fails.
The simple answer is this: paint is only as good as the surface underneath it.
A finish coat can make steel, concrete, masonry, woodwork, or historic trim look clean on day one. But if rust, dust, chalking, grease, mildew, loose paint, moisture, or old coating failure is not addressed first, the problem is still there. It may just be hidden under a new layer of paint.
That is why general contractors, property managers, landlords, and building owners should pay close attention to surface preparation when comparing painting proposals.
The Painting Contractors Association industry standards are useful here because they were developed to reduce misunderstandings and disputes between painting contractors and clients. In practical terms, this means the proposal should not just say “paint walls” or “paint steel.” It should explain what condition the surface is in, what preparation is included, and what is excluded.
Steel: Rust and Old Coatings Need to Be Addressed First
With steel, the concern is usually adhesion and corrosion. If rust, mill scale, failing coating, oil, or grease remains on the surface, the new coating may not bond correctly. On exposed or commercial steel, preparation may involve cleaning, sanding, scraping, spot-priming, or more advanced surface-preparation methods depending on the specification.
For a GC, this matters because steel prep affects sequencing, protection, dust control, primer selection, and the final coating system. For a property manager, it matters because a cheap repaint over rust can quickly turn into peeling paint and visible failure.
Organizations such as AMPP maintain standards and guidance for preparing metal and concrete surfaces so coatings and linings perform properly. That is a good reminder that prep is not guesswork. It is part of the coating system.
Concrete: Dust, Moisture, Sealers, and Profile Matter
Concrete can be deceptive. A concrete wall, floor, or ceiling may look solid, but the surface can still have dust, laitance, curing compounds, old sealers, moisture, efflorescence, or contamination that interferes with coating adhesion.
Before painting or coating concrete, the surface has to be evaluated. In some cases, ordinary cleaning is enough. In others, the surface may need mechanical preparation or a specific surface profile before a coating system is applied.
For landlords and property managers, this is especially important in basements, utility rooms, garages, stairwells, laundry rooms, commercial spaces, and back-of-house areas. These are the areas where moisture, abrasion, and maintenance traffic can cause coatings to fail if prep is rushed.

Historic Substrates: Less Aggressive Can Be Smarter
Historic buildings require a different mindset. Older woodwork, plaster, masonry, decorative metal, and previous coatings should not be treated the same way as new construction. Aggressive sanding, blasting, grinding, or stripping can damage the substrate, erase historic detail, or create new moisture problems.
On historic surfaces, the goal is usually to use the least aggressive preparation method that will still allow the new coating to perform. That can mean careful cleaning, controlled scraping, selective sanding, testing, mockups, and compatible primers or coatings.
For GCs and property managers working in older buildings, this is where communication matters. The scope should clarify what is being preserved, what is being repaired, what is being painted, and where hidden conditions may require a change order.

Why This Matters for GCs and Property Managers
Surface preparation affects cost, schedule, risk, appearance, and long-term performance. Two painting proposals may look similar at a glance, but one may include real prep while the other assumes only minimal cleaning and painting.
For GCs, vague prep language can create problems later: missed scope, failed inspections, delayed finishes, trade damage disputes, or callbacks. For property managers and landlords, skipped prep can mean tenant complaints, repeat repairs, peeling paint, rust returning through the finish, or a space that looks worn again too quickly.
